A new team is being created in NMED’s Surface Water Quality Bureau - the Permit Program Implementation Team. The Program Lead is responsible for providing effective outreach to the regulated community and other stakeholders to stimulate support for a state-implemented discharge permitting program in New Mexico. In addition, this position will plan, scope, develop, and implement a surface water discharge permitting program and build program capacity.

Restoration Program Manager
The Restoration Program Manager at Gila Watershed Partnership will work closely with the Executive Director and in tandem with the Restoration Field Manager. This team will make real time decisions about ongoing deliverables, as well as report to the granting agencies and plan new projects.
The Gila Watershed Partnership is a 501 (c)3 organization that has been tasked with riparian restoration activities along the Gila River in southeast Arizona. We have long ties with the community, having been in operation for 30 years. Our partners include many agencies and organizations from the BLM and the Forest Service, to the Arizona Department of Forestry and Fire Management, the Water Protection Fund, and many, many others. We have been preparing for the tamarisk beetle for many years, and now that it has arrived, we believe there are many more years of work to promote and protect the riparian health of the region.
Restoration Program (75%)
· Planning
o Develop annual restoration, monitoring and adaptive mgmt., and implementation plans
o Work with the nursery to choose plant palettes
· Oversee management of the restoration program staff
o Consult with staff to review and approve restoration activities
o Ensure grant deliverables are being met
o Training new staff and volunteers
· Coordinate with contractors and other restoration partners
o Hire seasonal crews and technicians
o Coordinate with local landowners
· Oversee data management
o Create maps and analyze GIS data
o Manage the GIS database using ArcMap
· Grant tracking and reporting
o Work with grantors and Executive Director to develop and maintain budgets
o Submit quarterly and annual reports to grantors and other stakeholders
· Field work
o Participate in on-the-ground efforts to meet restoration goals
o Supervise volunteer activities related to restoration field work
o Work with staff to implement monitoring plans
Other (25%)
· Participate in organizational and community meetings as needed
· Assistance with grant writing and other fundraising

Experience
· Leadership/Management experience (science or restoration focused preferred)
· GIS experience
· Bachelor’s Degree plus one year of experience with restoration field work, monitoring, planning; or equivalent experience
· Exemplary written and verbal communication skills
· Proficient in Microsoft Office or related programs
· Grant writing and/or reporting experience preferred
· Experience working at a nonprofit preferred
Salary Range
$35,000-40,000 + benefits package

Job Description: The student will work closely with the Hydrologic-Agricultural-Economic (HAE) modeling team and will report to Dr. Alexander Fernald and Dr. Gholamreza Eslamifar. Working on the HAE model project with a community-based approach to engage stakeholders, the student’s research will focus on compartmental spatial system dynamics modeling to explore the effects of fallowing initiatives and support decision making. The HAE model employs an innovative system dynamics approach that integrates anthropology, Bayesian Belief Network analysis, and advanced hydro-agricultural-economic measurements.
Salary Description: In this position, you will be employed at a 0.50 FTE, working approximately 20 hours per week at a rate of pay of $25,149.00. In addition to the $25,149.00/year GA salary, you will receive a Graduate Tuition Scholarship which covers tuition costs for graduate courses that count toward degree certification at $6,188.40/year. During the employment term, NM WRRI will reimburse charges for International health insurance coverage or other health insurance coverage obtained through the health insurance marketplaces established by the Affordable Care Act opened on October 1, 2013 ($1,742 per year for international students and up to $200/month for health insurance coverage obtained through the health insurance marketplaces for U.S. students).

Admission Requirements:
- Possession of a master’s degree from an accredited university with a suitable major for the job description and with a grade point average of 3.5 or higher on a 4.0 scale. However, students with grade point averages between 3.0 and 3.5 will be given consideration.
- Three letters of recommendation submitted directly from persons who know the applicant professionally, including a recommendation from the candidate’s current employer/sponsor. These letters should provide evidence of professional ability, research experience, and the potential for professional development.
- In addition, applicants to the Ph.D. program should provide evidence of research capacity. This could include a master’s thesis, a professional paper, peer-reviewed manuscripts, consulting reports, or other evidence of capacity to conduct research.
